On October 7, the Vidzeme Planning Region hosted an online meeting with representatives from all Latvian planning regions to discuss challenges and potential improvements in the monitoring of development projects, data management, and digital solutions. The meeting took place within the framework of the PoliRuralPlus project, focusing on developing a more efficient monitoring approach and implementing digital solutions to enhance the speed and accuracy of data exchange.
Throughout the discussion, several challenges were highlighted, including fragmented data and difficulties in obtaining timely and accurate information from local municipalities. A representative from the Vidzeme Planning Region emphasized that data provided by municipalities is often inconsistent, complicating centralized monitoring efforts. This was echoed by a representative from the Kurzeme Planning Region, who noted the frequent lack of resources for preparing quality data, making data collection and analysis complex due to its fragmented nature.
The participants explored potential solutions, such as the introduction of a centralized data management system, which would enable regions to integrate data from municipalities more quickly and easily. A representative from the Zemgale Planning Region referred to the example of Liepāja City, where compact and clear reports have demonstrated how to avoid unnecessary bureaucracy and focus on key indicators.
A significant part of the discussion centered around the role of Artificial Intelligence (AI) tools in the monitoring process. The PoliRural Plus project aims to develop AI and Large Language Model (LLM) tools to manage regional planning and development more effectively. A representative from the Vidzeme Planning Region pointed out that AI tools capable of analyzing large volumes of data and performing sentiment analysis can significantly speed up monitoring processes and provide real-time insights into project progress. These tools will enhance territorial planning and forecasting, promoting sustainable development.
During the meeting, the participants also discussed the implementation of the RAIM system (Regional Development Information Monitoring). This system is envisioned as a centralized platform for data management and exchange between municipalities and regional institutions. RAIM has the potential to become a real-time monitoring tool, automating data flow while ensuring more accurate and efficient data analysis and utilization in regional development strategies. This would allow planners to identify issues faster and adapt to changing circumstances, improving decision-making quality and transparency in project monitoring.

PoliRuralPlus is a European Union-funded project running from January 2024 to December 2026. The project's primary goal is to enhance the quality of life for both rural and urban populations across the European Union by fostering regional cooperation and sustainable development. PoliRuralPlus focuses on developing partnerships between rural and urban areas, creating sustainable strategies that boost business and innovation opportunities in rural regions while improving access to services and connectivity between rural and urban territories. The project supports 9 pilot projects, including one in Vidzeme, aimed at monitoring the implementation of the region's development plan. PoliRural Plus incorporates the use of AI, Geographic Information Systems (GIS), Internet of Things, and data analytics tools to provide better data analysis and monitoring in regional planning.
