Rural pilot 9: Malta
Rural district description
Malta and Gozo form one of Europe’s most compact and densely pressured rural-urban systems, where agriculture must compete with limited land, scarce natural resources, development pressure and an ageing workforce. Even so, farming remains essential to the islands’ landscape, food culture and heritage. This makes the Maltese pilot especially relevant for exploring how small-island territories can sustain agriculture by combining digitalisation, entrepreneurship and stronger links between rural producers, urban consumers, education actors and innovation support structures.
Challenge description
The pilot focuses on digital transformation and entrepreneurial capacity building in the agricultural sector, with particular attention to youth and to the practical barriers faced by farmers and rural businesses.
The challenge is to make digitisation useful and accessible in a context of small scale, limited resources and strong brain drain from rural villages and the primary sector. This means going beyond technology awareness alone and building skills, confidence, business thinking and rural-urban connections that help agriculture remain a viable and attractive activity in Malta and Gozo.
Anticipated result
The anticipated result is a set of targeted capacity-building actions that improve the digital and entrepreneurial skills of the current and next generation agricultural workforce. By helping farmers and rural actors use new tools, explore business opportunities and connect more effectively with markets and support networks, the pilot aims to reduce skill loss and strengthen the long-term value of the sector for society. It should also provide a clearer basis for policies that retain young people, support innovation and preserve the agricultural contribution to Maltese landscapes and cultural identity.
