The Rural‑Urban Agenda of ADESIMAN (ADUR) was officially presented on 29 April at the Monastery of Uclés (Cuenca), during a public event that brought together institutional representatives and key territorial stakeholders. The agenda is conceived as a strategic roadmap to structure priorities, coordinate efforts, and move towards a more balanced, sustainable, and cohesive development model for the Sierra and Mancha Conquense territories.
During the event, the main conclusions of the territorial diagnosis were presented, together with an analysis of future challenges and strategic lines of action. These focus on addressing key issues such as depopulation, housing, mobility, access to services, employment, the energy transition, cultural and natural heritage, sustainable tourism, and territorial governance. The ADUR provides a shared framework to guide coordinated action and align public policies with local needs.
The Rural‑Urban Agenda is closely aligned with the objectives of the PoliruralPlus project, which promotes innovative, participatory and evidence‑based governance approaches to enhance the attractiveness, resilience and sustainability of rural areas. By reinforcing rural‑urban linkages and encouraging multi‑actor collaboration, the ADUR directly contributes to PoliruralPlus goals related to improving decision‑making processes, strengthening local innovation ecosystems, and fostering long‑term territorial transitions.
The relevance of the ADUR is particularly significant in the context of the Spanish pilot of the PoliruralPlus project, which is being implemented in the territory of ADESIMAN. Within this pilot framework, the agenda serves as a practical instrument to test integrated governance models and territorial strategies tailored to local realities, while generating transferable knowledge for other European regions participating in PoliruralPlus.
The presentation event was attended by representatives of the Government of Castilla‑La Mancha, ADESIMAN, the Municipality of Uclés, Socialinnolabs Foundation and the technical team responsible for drafting the Agenda, highlighting the strong multi‑level and collaborative governance approach underpinning both the ADUR and the PoliruralPlus project.
With the presentation of the ADUR at the Monastery of Uclés, the ADESIMAN territory takes a significant step forward in strategic territorial planning, reinforcing its commitment to sustainable, inclusive and resilient rural‑urban development in line with European policy frameworks and the shared objectives of PoliruralPlus.
